Capitalizing on CEF Transport: Financing the Transition to Zero-Emission Port Infrastructure

BRUSSELS — The European Climate, Infrastructure and Environment Executive Agency (CINEA) has released new details on the Connecting Europe Facility (CEF) Transport programme, outlining how EU funding is being deployed to bridge the investment gap in maritime decarbonisation.
As the 2030 AFIR and FuelEU Maritime deadlines approach, the latest project portfolio demonstrates a clear path for ports to leverage central EU funds for high-capital infrastructure such as Onshore Power Supply (OPS) and offshore wind logistics.
The CEF programme remains a primary financial vehicle for the European maritime transition, focusing on the "European Maritime Space" to incentivise renewable energy integration, digital synchronisation, and grid-to-ship connectivity.
Financing the "Zero-Emission Berth"
The most significant allocation of CEF funds is currently targeting the installation of OPS systems. These projects demonstrate how public funding can offset the high CAPEX associated with grid upgrades and quayside infrastructure:
- Port of Amsterdam: A €5.8 million grant supported the construction of a comprehensive OPS system at the Passenger Terminal. The facility allows cruise ships to connect to the local grid via five specific connection points, providing sufficient capacity for both medium and large vessels.
- Western Ligurian Sea (Genoa): A €7.8 million investment facilitated the installation of shore-side electricity in the Voltri basin. The project specifically addressed the "urban-port interface," installing four plugs that allow two vessels to be powered simultaneously, reducing noise and NOx emissions in high-density residential areas.
These projects highlight a trend in CEF funding: prioritizing ports where high-voltage connections provide the greatest environmental "return on investment," particularly in TEN-T core ports located near urban centers.
Infrastructure for the Offshore Wind Supply Chain
EU funding is also being directed toward the physical adaptation of quays to support the maritime renewable energy sector. The Port of Świnoujście in Poland recently secured €38 million from CEF to deepen port channels and construct two new quays dedicated to offshore wind installation and service vessels.
This funding underscores the EU's strategy of turning ports into "energy hubs." By financing the heavy-load quays and specialized berths required for turbine components, the CEF is effectively subsidizing the logistics backbone of the European Wind Power Action Plan.
Digitalization as a Decarbonization Tool
While physical infrastructure accounts for the largest grants, the CINEA report emphasizes that digitalization is an eligible and necessary component for decarbonization. In the Port of Savona/Vado, CEF funding was utilized to synchronize ship, train, and truck movements through digital tools.
