Biography

Frédéric Hébert started his carrier in the French Navy where he was Supply Officer on board two ships before joining the Department for State Action at Sea of the Prefecture Maritime de la Méditerranée.

He then joined the Legal Department of the Ministry of Finances where he served as Deputy Head then Head of the Unit for international, Environmental and Maritime law. In this position, Frederic was in particular in charge of the court cases related to marine pollution (ERIKA, IEVOLI SUN, PRESTIGE inter alia) and was part of the French Delegation to the IMO Legal Committee and IOPC Funds.

In 2006, he was appointed by the IMO Secretary General Director of the Regional Marine Pollution Emergency Centre for the Mediterranean Sea (REMPEC), a Regional Activity Centre of the Barcelona Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean, a position he left in 2014.

From 2014 till 2016 he joined the audit mission of the General Economic and Financial Control Office of the ministry of Finances.

He was appointed Head of Unit for Pollution Response Services of EMSA in 2016 which, in 2020, became Unit 1.1. Sustainability with an enlarged scope covering prevention of pollution by ships, including decarbonization and pollution response services.
